Best way to target multiple geographic locations

Hello Mozzers!
If you are a service provider wanting to target geographic locations outside of the region where you're physically located, what's the best approach?
For example, I have a service provider whose main market is not where they're located - they're based in Devon UK, yet main markets are London, Birmingham, Newcastle, Edinburgh. They have clients in all these cities, so I could definitely provide content relevant to each city - perhaps a page for each city detailing work and services (and possibly listing clients).
However, does the lack of a physical presence (and local phone number) in these cities make such city pages virtually impossible to rank these days? Does Google require a physical presence/phone number?

Best Practices
Okay this would be a piece of cake for most of you out there.. What are the best practices once you add a page or piece of content on your website with a new keyword that you have never used before but plan to use it with every relevant new page you add. How do you ensure that Google will crawl that page? Secondly, if you add the new keyword in the old pieces of content/ pages you have already published by editing the content to suit that keyword, how would you ensure that it gets crawled my Google. Best Practice for setting up expert author contributing to Multiple Sites?
If a single author contributes to multiple sites, should each site have its own author page (tying to the same single gg+ account)? Ex. One author > one gg+ account > multiple author pages (one per site) Or, should all sites publishing his content link to a single author page/bio on a single, main site? Ex. One author > one gg+ account > a single author page on one site (all other sites link to this author page) In this event, where would the 'contributor to' link point for the additional sites he is contributing to, the homepage? How To Best Close An eCommerce Site?
We're closing down one of our eCommerce sites. What is the best approach to do this? The site has a modest link profile (a young site). It does have a run of site link to the parent site. It also has a couple hundred email subscribers and established accounts. Is there a gradual way to do this? How do I treat the subscribers and account holders? The impact won't be great, but I want to minimize collateral damage as much as possible. Thanks.
