Link juice - What could be the reason for our bad internal page Page Authority

So OK we have a domain authority currently of 41, we are well established but unfortunately we don't have any pages with PA. I have a fair idea of why this is the case but want to get some other opinions before I form my strategy.
1.It appears our internal link structure is not great and is not very organised
2. It appears we have 58 links going externally on some pages. Some of these external links are social media icons in the footer which are followed.
Is there any other factors I should be aware of when building PA on some of my inner pages.
Any Thoughts would be appreciated.

If you only have outbound links from your internal pages then that should be a major clue as to why you have poor "PA" Page Authority. You need to develop a concerted effort to "Earn" links to your content. Especially from high "PA" pages on high "DA" Domain Authority websites.
There are a lot of ways to earn inbound links but the best way is to create great high-quality content that solves problems or answers questions.
How about giving people a solution to a problem your clients often face. Create your solution pages to get people to go to and stay on your site. People will start to pick up the content and the inbound likes will start coming in.

Internal linking should have a hierarchy. Your main pages or top tier will have the highest pa. Linking within the text to the internal pages should start to allow the link juice flow down the hierarchy. You should make sure when you link to internal pages that there is common ground between the pages. You don't want to link from a page about sports to a page about cooking unless the cooking content is sports related.
Build a strategy around relevance and you will see these inner pages start to gain page authority.

You should aldo get inbound links directly to the inner pages to get the PA increase. Prioritise your main landing pages and try to build links on those.

Is this link opportunity worth pursuing? (Gated page)
Hi, While looking for link opportunities for my client in the shoe business, I came across a page of a running club's website that hosts discounts for members of the running club. To actually view the content of the page you must be logged in. When not logged in all you can see is the sign-up page and a message asking you to log in. Would this link be at all useful in terms of SEO or would crawlers not be able to view the page content as well? Thanks!

Followed links bad?
I send press releases through 2 different press release agencies. I noticed in the past year or so that one of the agencies started tagging all of the links in my press release with rel=nofollow while the other did not. I couldn't figure out why, so I actually called the "nofollow" agency...they told me that they do this because it is actually BETTER for SEO and that google would penalize you for creating new press releases that do not contain "nofollow" tag.. and that this was done as a result of some recent change to google's algorithm....now I do not know who to believe. Has anyone else heard of this issue and maybe could this be specific to press releases?

Internal Links and Page Authority - Best Practices
Hello, Is it bad (in terms of ranking in the SERPS) if i have a link from a page with PA of 18 going to a page with PA of 21? In other words, does it matter if the page containing the link has a lower page authority than the page receiving the link? Page A links to Page B Page A page authority is 18 Page B page authority 21 could this negatively affect my rankings? Thanks

Does focussing deep linking too much on one page have a negative impact elsewhere?
Hi, I'm just starting a backlinking campaign on a new website and am focussing on one deep page for client - focussing a lot of good quality backlinks on that one page. I'm aware that most of the other pages, including homepage, lack good backlinks. Can I go ahead and focus powerful backlinks on that one 'deep' page without a problem, or may that approach result in negative impacts on other pages' SERPs.
