301 redirects

Hi, we have an old site hosted by company A. We rank for certain terms in google for certain brands and products.
Now we have developed a new website on a new domain hosted by Company B.
If we are 301'ing at brand/product/page level from old to new, who is it that should perform this job? Is it Company A or B, old or new?
And does the physical website need to remain hosted for the 301 to work and for our SEO ranks on the old site to not fall apart?
Company A think we can do an excel mapping doc for each link from old site to new. Hand file to Company A and they host this file (not the actual website) then we transfer old domain to Company A as well. Then the 301s will work fine.
Yet Company B think we should continue hosting with Company A, keep the old physical site live and put the 301s in place. They say if the 301 link has content behind it then it will help or not take the chance of having the SEO affected?
Who is right? Do you need the old website to remain live once 301s in place or can this 301 config file hosted on a domain be all we need to do?
Any other ideas welcomed.

I agree with Takeshi, but would add the following point:
If you've got the time, it can be well worth reaching out to those websites linking to you and asking them to update their links to link directly to your new content. Not just because of the link, but because it's also a great opportunity to make contact and build awareness and build relationships with those other sites.
Obviously you can do this once you've got the new domain launched and the redirects in place.

Company A is correct. The content won't matter anymore once the 301s are in place, since no one will ever see it. You can either have Company A put the 301 redirects in place to your new site, or transfer your domain name to Company B so that they can put the 301 redirect in place.

Google Country Redirection Change
Analytics is showing a substantial decrease in referring traffic from Google specific regional domains like .ca, .co.uk, .de, etc vs an uptick from .com starting as of March 2018. Did anyone note when this change happened when Google stopped directing traffic to their regional domains? Was there any press about it (couldn't find any). Using a VPN for different countries, I compared regional specific domain SERPs vs .com and they're pretty much identical. Thanks!

Google search console: 404 and soft 404 without any back-links. Redirect needed?
Hi Moz community, We can see the 404 and soft 404 errors in Google web masters. Usually these are non-existing pages which are found somewhere on internet by Google. I can see some of these reported URLs don't have any back-links (checked on ahrefs tool). Do we need to redirect each and every link reported here or ignore or marked to be fixed? Thanks

Domain has been redirected our site; but many incoming links from sub domain. Will this hurts?
Hi all, This is the scenario: Our website is newwebsite.com. Our old website is oldwebsite.com which has been redirected to newwebsite.com (years back). But one of the old website's sub domain has a lot of back links to our current website like: seo.oldwebsite.com to newwebsite.com. Will this scenario hurts with any wrong linking? Thanks

301 redirect to URL plus anchor tag???
Hi - my company has just had a site redesign completed, and our "old" site we have landing pages for a full product line. The new design has taken the content from those landing pages and placed them into one long scrolling page. We currently rank well on the "old" landing pages but now all that content is contained in a single page with anchor tags throughout attached to the headings. Can you set up 301's to anchor tags? Example: old site www.mysite.com/products/automotive/auto-parts.html new site: www.mysite.com/products/automotive#auto-parts

Can hreflang tags still work when the Alternate URL is 301 redirecting to a translated URL in Japanese Characters?
My organization has several international sites 4 of them of which have translated URLs in either Japanese, Traditional Chinese, German & Canadian French. The hreflang tags we have set up on our United States look something like this: But when you actually go to http://www.domain.co.jp/it-security/ you are 301 redirected to the translated URL version: www.domain.co.jp/it-セキュリティ/

My question is, will Google still understand that the translated URL is the Alternate URL, or will this present errors? The hreflang tags are automated for each of our pages and would technically be hard to populate the hreflang with the translated URL version. However we could potentially make the hreflang something customized on a page level basis.0 -
To link or redirect? That is the question.
I have a site that I don't really use any longer but still has some okay rankings. I'd like to take advantage of the links point to that site. Is it better to redirect that site to my new one or to just place a link on the homepage pointing to my new site?

Google is forcing a 301 by truncating our URLs
Just recently we noticed that google has indexed truncated urls for many of our pages that get 301'd to the correct page. For example, we have:

http://www.eventective.com/USA/Massachusetts/Bedford/107/Doubletree-Hotel-Boston-Bedford-Glen.html as the url linked everywhere and that's the only version of that page that we use. Google somehow figured out that it would still go to the right place via 301 if they removed the html filename from the end, so they indexed just: http://www.eventective.com/USA/Massachusetts/Bedford/107/ The 301 is not new. It used to 404, but (probably 5 years ago) we saw a few links come in with the html file missing on similar urls so we decided to 301 them instead thinking it would be helpful. We've preferred the longer version because it has the name in it and users that pay attention to the url can feel more confident they are going to the right place. We've always used the full (longer) url and google used to index them all that way, but just recently we noticed about 1/2 of our urls have been converted to the shorter version in the SERPs. These shortened urls take the user to the right page via 301, so it isn't a case of the user landing in the wrong place, but over 100,000 301s may not be so good. You can look at: site:www.eventective.com/usa/massachusetts/bedford/ and you'll noticed all of the urls to businesses at the top of the listings go to the truncated version, but toward the bottom they have the full url. Can you explain to me why google would index a page that is 301'd to the right page and has been for years? I have a lot of thoughts on why they would do this and even more ideas on how we could build our urls better, but I'd really like to hear from some people that aren't quite as close to it as I am. One small detail that shouldn't affect this, but I'll mention it anyway, is that we have a mobile site with the same url pattern. http://m.eventective.com/USA/Massachusetts/Bedford/107/Doubletree-Hotel-Boston-Bedford-Glen.html We did not have the proper 301 in place on the m. site until the end of last week. I'm pretty sure it will be asked, so I'll also mention we have the rel=alternate/canonical set up between the www and m sites. I'm also interested in any thoughts on how this may affect rankings since we seem to have been hit by something toward the end of last week. 301 or rel con ?
OK should I use 301 or rel can for a page that has a mox authority of 50 (PR5) and some links into it? Do I do it to the home page or do I do it to the revelant page? If I rel con or 301 using a php script in the header of the page do I leave the content on the page or do I remove everything? This is in response to last friday. Do I 301 all the pages to the top 5 pages that have been getting all the traffic, or do I leave some if most of them are or marketing?
