Title and Meta Description Best Practice

Hi guys,
I need some creative input on this.
I'm working on a Hyundai dealership's website, and I want it to rank well for "used cars" in its local market. I need it to rank well for four cities for "Hyundai Dealer" also. Can you pick apart a dummy meta title and description I put together?
In the example "Metropolis" will be the home city
Title, "Hyundai Dealer serving Metropolis, Gotham City, Star City & Red City, NY | Used Cars Red City, NY"
Description, "Visit Bob's Hyundai in Metropolis, NY. We're a new & used car dealer near Gotham City, Star City & Red City, NY."
Be brutally honest and let me know what I can do to achieve this objective beyond this too if you can. I want to know how I can achieve this objective.

Because of Google's bias toward physical location, simply mentioning the names of neighboring cities in which you have no physical location is unlikely to earn you a place in the local pack of results for 'used cars' in these cities, and will not typically be enough to gain you a spot in the organic SERPs, either. The exception to this would be if you are in such a niche with such low competition that it's easy to rank for anything - which isn't typically going to be the case with a used car dealer in a big city.
Meanwhile, the mention of these other cities in the titles of pages that you are trying hard to get to rank in the local pack for that main, physical city may actually somewhat dilute your ability to achieve that goal. Rather than saying, "Hey Google, THIS is our city of physical location!", you are splitting up the title to say, "Well, we're relevant to a whole bunch of places," when, in fact, you're really only strongly relevant to the main one.
Chances are that you'll need to consider whether the development of landing pages for these other cities is a good marketing decision and a user-friendly strategy. This typically involves brainstorming to see if a business has a legitimate presence in other cities, beyond the fact that it's near to them and that customers travel from there to the business.
With SABs (service area businesses), this decision is quite easy, because the plumber may be based in Metropolis, but is traveling to Gotham City, Star City and Red City to fix sinks. With something like a car dealership, the link is less obvious.
Does the dealership do something in these cities that would warrant the development of content specific to these locales, that would then provide a sensible set of pages to be optimizing for each individual city? For example, does the dealership offer unique specials based on the customer's city of origin (Red Star customers get 5% off their purchase of a used car this summer). Or, perhaps, does the owner send a mechanic to vocational schools in another city to give presentations. Does the company participate in seminars or events in these other cities? Maybe vintage car shows or charity events? If you can find a legit connection between the business and neighboring cities, then you have something interesting to write about and a user-centric reason to be building and optimizing pages for these cities. If no such connection exists, you may need to consider PPC ads, instead, targeting these cities.

Best practices for retiring 100s of blog posts?
Hi. I wanted to get best practices for retiring an enterprise blog with hundreds of old posts with subject matter that won't be repurposed. What would be the best course of action to retire and maintain the value of any SEO authority from those old blog pages? Is it enough to move those old posts into an archive subdirectory and Google would deprioritize those posts over time? Or would a mass redirect of old blog posts to the new blog's home page be allowed (even though the old blog post content isn't being specifically replaced)? What would be the best course of action to nullify negative effects of our website's content being duplicated (Negative SEO)
Hello, everyone About 3 months ago I joined a company that deals in manufacturing of transportation and packaging items. Once I started digging into the website, I noticed that a lot of their content was "plagiarized". I use quotes as it really was not, but they seemed to have been hit with a negative SEO campaign last year where their content was taken and being posted across at least 15 different websites. Literally every page on their website had the same problem - and some content was even company specific (going as far as using the company's very unique name). In all my years of working in SEO and marketing I have never seen something at the scale of this. Sure, there are always spammy links here and there, but this seems very deliberate. In fact, some of the duplicate content was posted on legitimate websites that may have been hacked/compromised (some examples include charity websites. I am wondering if there is anything that I can do besides contacting the webmasters of these websites and nicely asking for a removal of the content? Or does this duplicate content not hold as much weight anymore as it used to. Especially since our content was posted years before the duplicate content started popping up. Thanks,

Unique page URLs and SEO titles
www.heartwavemedia.com / Wordpress / All in One SEO pack I understand Google values unique titles and content but I'm unclear as to the difference between changing the page url slug and the seo title. For example: I have an about page with the url "www.heartwavemedia.com/about" and the SEO title San Francisco Video Production | Heartwave Media | About I've noticed some of my competitors using url structures more like "www.competitor.com/san-francisco-video-production-about" Would it be wise to follow their lead? Will my landing page rank higher if each subsequent page uses similar keyword packed, long tail url? Or is that considered black hat? If advisable, would a url structure that includes "san-francisco-video-production-_____" be seen as being to similar even if it varies by one word at the end? Furthermore, will I be penalized for using similar SEO descriptions ie. "San Francisco Video Production | Heartwave Media | Portfolio" and San Francisco Video Production | Heartwave Media | Contact" or is the difference of one word "portfolio" and "contact" sufficient to read as unique? Finally...am I making any sense? Any and all thoughts appreciated...

Starting every page title with the keyword
I've read everywhere that it's vital to get your target keyword to the front of the title that you're writing up. Taking into account that Google likes things looking natural I wanted to check if my writing title's like this for example: "Photographers Miami- Find the right Equipment and Accessories" ..Repeated for every page (maybe a page on photography in miami, one on videography in Orlando etc) is a smart way to write titles or if by clearly stacking keywords at the front of every title won't be as beneficial as other ways of doing it?

What's the right way to gain the benefits of an EMD but avoid cramming the title?
Hi Guys, Say I'm (completely hypothetically) building weddingvenuesnewyork.com and right now I'm organizing the tags for each page. What's the best layout so that I can optimize for "wedding venues new york" as much as possible without it becoming spammy. Right now I'm looking at something like "Wedding Venues New York: Wedding Receptions and Ceremony Venues" for the title.. To get other strong keywords in there too. Is there a better layout/structure?.. And is having the first words of the title on the homepage the same as the domain name going to strengthen the ranking for that term, or look spammy to Google and be a bad move? This is a new site being built

Is Meta Keywords Important For Websites?
Hi, I understand that meta title and descriptions are very important for websites. I would like to know if meta keywords are important? I have seen people talking about meta keywords are useless and it should be removed from the website to prevent competitors from knowing your keywords. Anyone has anything to share? 🙂
