What is the best way to deal with pages whose content changes?

My site features businesses that offers activities for kids. Each business has its own page on my site. Business pages contains a listing of different activities that organization is putting on (such as events, summer camps, drop-in activities). Some businesses only offer seasonal activities (for example, during Christmas break and summer camps). The rest of the year, the business has no activities -- the page is empty.
This is creating 2 problems. It's poor user experience (which I can fix no problem) but it also is thin content and sometimes treated as duplicate content.
What's the best way to deal with pages whose content can be quite extensive at certain points of the year and shallow or empty at other parts? Should I include a meta ROBOTS tag to not index when there is no content, and change the tag to index when there is content? Should I just ignore this problem? Should I remove the page completely and do a redirect?
Would love to know people's thoughts.

You could have something about the success of past events? Maybe you could encourage the businesses to write something themselves as good promotion.
How about some permanent text about the business and/or events they run on the page? If there are no events - perhaps a brief explanation that there are none yet, along with some suggestions of other local businesses running events and/or a call-to-action to sign up for notifications?
I wouldn't noindex the page when there is no content.

Hey thanks for the reply. I should clarify that the listing page is just that -- a listing of upcoming events. A separate page features information about the business. The listings are database driven. Here is an example...

If you write the content for these pages, get busy writing more.
If the featured businesses write the content you will need to find carrots, sticks or pink slips.

Need for a modified meta-description every page for paginated content?
I'm currently working on a site, where there url structure which is something like: www.domain.com/catagory?page=4. With ~15 results per page. The pages all canonical to www.domain.com/catagory, with rel next and rel prev to www.domain.com/catagory?page=5 and www.domain.com/catagory?page=3 Webmaster tools flags these all as duplicate meta descriptions, So I wondered if there is value in appending the page number to the end of the description, (as we have with the title for the same reason) or if I am using a sub-optimal url structure. Any advice?

How best to deal with www.home.com and www.home.com/index.html
Firstly, this is for an .asp site - and all my usual ways of fixing this (e.g. via htaccess) don't seem to work. I'm working on a site which has www.home.com and www.home.com/index.html - both URL's resolve to the same page/content. If I simply drop a rel canonical into the page, will this solve my dupe content woes? The canonical tag would then appear in both www.home.com and www.home.com/index.html cases. What is the best URL designed for a product page?
Should a product page URL include the category name and subcategory name in it? Most ecommerce platforms it seems are designed to do have the category and sub-category names included in the URL followed by the product name. If that is the case and the same product is listed in more then 1 category and sub-category then will that product have 2 unique urls and as a result be treated as 2 different product pages by google? And then since it is the same product in two places on the site won't google treat those 2 pages as having duplicate content? SO is it best to not have the category and sub-category names in the URL of a product page? And lastly, is there a preferred character limit for a URL to be less than in size? Thanks!

Advice on importing content please to keep page fresh
Hi i am working on a site at the moment http://www.cheapflightsgatwick.com which is a travel news and holiday news site but i am trying to find out what is best reference content for the following section http://www.cheapflightsgatwick.com/humberside-airport What i am thinking of doing to keep google keep coming to my section of the site is to import content, what i mean is, to use google for keywords such as humerside airport and have the stories appear on this page as well as writing my own content. My urls changed with new CMS now search engines see pages as 302s what do I do?
We recently changed our CMS from php to .NET. The old CMS did not allow for folder structure in urls so every url was www.mydomain/name-of-page. In the new CMS we either have to have .aspx at the end of the url or a /. We opted for the /, but now my page rank is dead and Google webmaster tools says my existing links are now going through an intermediary page. Everything resolves to the right place, but looks like spiders see our new pages as being 302 redirected. Example of what's happening. Old page: www.mydomain/name-of-page New page: www.mydomain/name-of-page/ What should I do? Should I go in and 301 redirect the old pages? Will this get cleared up by itself in time?
