Does Google really ignore Noindex pages?

Assume I may have some pages of my site that don't have a lot of text on them, and I have to keep them on the site. Let's say there are no more than 50 like this out of 400 great pages, and the ratio of great-to-short pages continues to increase.
If I no index the short ones, will Google really ignore them in search? Will they ignore them enough to not downrank my site due to the short, noindexed pages?
I know, theoretically, they are supposed to ignore them, but I don't always trust all the rules.

If you noindex the short pages, Google will (or at least should) ignore them in search.
This is a commonly employed tactic for large E-commerce sites to their indexed product pages to allow them to concentrate their efforts on the more mainstream product lines.

How do I properly sitemap a site with static pages + Wordpress in it's own directory?
I apologize for the awkward wording in the headline. No to the issue, I have a site with static pages that are created as follows: url.com, url.com/page1, url.com/page2, etc. I then have WordPress install at url.com/blog. What is the proper method for creating a comprehensive sitemap for my entire domain. I like the sitemap feature provided by Yoast SEO plugin but I assume it will only index the wordpress directory (url.com/blog). Any help would be greatly appreciated!

The same phrase in many different pages of one site

Recently, I had to add the same phrase, with 15 words, nearly, in 700 posts in a same blog. In this phrase is written about the site ownership and eventually some links showing the posts sources. I thought in create a image, but it will be some variations in the source words (2 or 3), therefore I chose to use text format. I'd like to read some comments and opinions about this kind of insertion (the same phrase in many different pages of one site). For exemple, did you handle this in your site?
