Google still allows massive link building in my country.

This is really messed up! I've been investigating this issue for almost a year now. I had discussion about this in SEOMoz before and people told me that my site was not optimized for SEO.
However, I've finally come to conclusion that massive back link building is still the best way to rank in Google Turkey. Many high PR content websites do not seem to get their unique content ranked here because some shitty website can be ranked on the top by using back links with targeted anchors for the keyword they want. I've spent a lot of money for content but no it does not get listed unless I provide back links for each article.
This does not happen in the US anymore. Google catches you for massive back link building and penalize you. SEOMoz authors suggest using social media more but it seems to have no effect whatsoever in Google Turkey. I really want to open a ticket for this in Google but don't know how to do it. Think about searching "urology" keyword in the US, would you see an informative website about urology or a site that contains a small article and wants to sell a bullshit product to you?
If anyone knows how I can contact Google regarding to this, please let me know.

In our country "massive" link building stopped being effective about 3-6 months ago. Of course, at some searches spammy sites still show up among the TOP results... which is something I can't explain up until today. Nevertheless, bulk link building doesn't seem to have any impact on new sites. It's equal to zero and in some cases it even has negative effects.

There is a negative article showing up in the SERPS for my boss name which we've been doing some rep management to get rid of. Well, someone started building links to that property recently, and it has pushed the result to the #2 spot. I did some research, and the property has never had a single link pointed to it until recently. There are 7 referring domains, all of which use the same theme, and have the same author for each article. Each property has over 1,000 articles in not even 2 years. All articles are based around the same topic. The property they are promoting negatively went from 0 backlinks to 55 in under 2 months. My Question is, is it okay to report this to Google? It seems like a cut and dry example of a link scheme. Second question, I have recently seen an increase of spammy links showing up in ahrefs. These links were likely built by a predecessor of mine as far back as 2010. I had been letting them fall off naturally, but now they are coming back (around the same time the above mentioned link scheme began). Do you think someone is re-indexing my links as a sort of attack? Or is it possible Google is re-indexing them? I'm going to contact the webmasters where I can, but seriously considering using disavow tool. My rankings started dropping when the links started getting indexed. And continue to drop. Why does GWT still show some links from a disavowed domain?
We have disavowed a lot of spam links that were pointing to our website. We've disavowed on a domain level and a lot of links have now disappeared on GWT. However, there is a domain that we disavowed where MOST of the links have disappeared in GWT but there are STILL some remaining even a month and a half after disavowing. The disavow file has been sent in numerous times since then with new domains. Is there an explanation as to why some links still remain on this domain even though most of them have been disavowed and removed from GWT?

Local Link Building help!
Hi All, Looking for some help with where to begin link building for local small businesses. If the website is leading to a lawyer, doctor, or any type of professional service, I'm at a loss on where to start. I've tried looking into local directories, and I also know that if one of the clients has a reason for being linked in an online news article, those links should be pursued. Additionally, I've gone and helped to claim all local listings, and submitted to DMOZ and a few other directories. So if the website is just leading to a business that isn't running any events or specials worth writing about, what is the best way to acquire links? Thank you! Tyler

How might Google differentiate between an artificial link exchange and partners linking to each other?
Hi, All! Artificial link exchanges (contacting a vaguely connected site and requesting to exchange links to increase your PR) is, as far as I know, considered an outdated, not-so-smart technique, as Google might devalue them. Yet, for real business partners to exchange links seems to be an entirely accepted and encouraged technique. While that would be intuitive to a human who's viewing the pages. how might Google detect when two sites that link to each other are linking because they are trusted business associates (valuable) as opposed to when they are doing a link exchange (devalued)?
