Can you use a base element and mod_rewrite to alleviate the need for absolute URLs?

This is a follow up question to Scott Parsons' question about using absolute versus relative URLs when linking internally.
Andy King makes the statement that this can be done and that it saves additional space (which he claims then can improve page speed). Is this a true and accurate statement? Can using a base element and mod-rewrite alleviate the need for absolute URLs? I need to know before going off on a "change all of our relative URLs to absolutes" campaign.

Shortened URL is breaking when URL is in Upper Case

Why use a wwwP subdomain naming convention
While working through a series of crawl reports and competitive insights for a site, I noticed one of the competitors had switched from a WWW-version to a wwwP-version. Looking back at the snapshot I took of this during the same time period in 2014, I noticed a significant drop in PA/DA by 20+/-. I'm curious to know if anybody else has experienced something similar, and if anybody can provide insights on why a change like this would even be made? I'll preface it with, everything we could see that this competitor was doing from the outside, was legitimate and propelling them in a positive direction.

How does Google look at strings added to a URL
For example: http://localhost:3000/en-US/app/a-knsmtrhqrqs/personal where knsmtrhqrqs is a string Can Google tell this is a string and what's their policy? Will it hurt rankings? Thank you.

Best SSL Certificate to Use
I am setting up an ecommerce website that will sell batteries and like most e-commerce sites we will be taking credit cards. I was exploring the different SSL certificates and providers and I was shocked at the difference in pricing. Anywhere from free to over $1000! What is really necessary and what is nice to have? Using (duplicate) content in different contexts
I have three distinct hosting products, each solving three different problems. While these three products have different features in terms of functionality, they are all built on the same platform. Now, in terms of marketing some features of the platform, f.ex. High Availability, is significant to all of the products. How do I go about to include information about this feature on all product pages without getting penalized for duplicate content? Is there a way to tell Google that parts of the content on the pages for product 1-3 is duplicated with intent, or duplicated from f.ex. a page that explains the technical aspects of the platform?

Can only get a few pages indexed on by google
Hi I've touched upon this before on previous questions so apologies for repeating myself. In a nutshell out of the 60 webpages submitted to Google 11 have been indexed and out of the 140 images submitted none have indexed any ideas would be great!
