Navigation menu and cloaking

Hi,
I'm building a tabbed navigation menu in which lots of sub-menu items are hidden with css until I mouse over a top level item.
Is there any way this could be considered cloaking by google?

Fortunately, I think this is not cloaking. But you could look at this situation from a different perspective, such as: Usability. "Billions" of tabbed menu can "hurt" usability. So, Oleg was right. You CAN think of rebuilding the menu structure as:
- Main Menu -
Sub Menu - Sub Menu - Sub Menu - Sub Menu (And to O. ..)From my point of view I would go on this version as:
1 - Can I set different menu anchors
2 - Can choose to link titles (Mouse Over)

No, you're fine.
It is usually best to keep the number of links on a page low so that you can direct users down a specific conversion funnel. However, this varies from site to site so it may be better to make many sub-navigation options.

Header/Menu Links
Hey there, I seem to have heard mixed results on this. We have a LOT of pages that we are trying to tell google are important. Does it make that big of a difference if those pages are linked in the homepage/header menu? Or mega menu for example? We are essentially a review site, so we potentially have thousands of links that could be implemented into the menu. Thoughts are greatly appreciated!

Should we use the same word in multiple mega menu link text?
We are currently working on a redesign of our site and I'm working on our mega menus. In the middle of this we had an agency evaluate our current/old site for improvements. (yes the timing is strange) One of the things they recommended is updating our link text in our mega menu. See image: old mega menu. The links are to pages for installation guides in our installation section. They recommended adding Installation to every link. To me this looks spammy. And using the same word in the menu and therefor every page seems spammy. The question is do we need to do this on the new site? In my opinion no. We have the links under a section for installation. I have a client with navigation across the top of each page plus the same nav links in a sidebar on every page. Can that duplication (or the sheer number of links) on each page have a negative ranking factor?

H2s & H3s for Category Navigation
Hi all. I am wondering how best to format a category navigation menu. Currently I don't think we're using H2s correctly on our website. Am I right to think that the top level category e.g. Games should be formatted as an H2 and the sub-categories underneath this should be formatted as H3s (to show a hierarchy)? Is there a limit on how many H2s and H3s you should use? Obviously only one H1 per page. Thanks in advance Paul

Your thoughts on page navigation
Hi again SEOmoz community. What are your thoughts on mainpage navigation. How it should be handled? Scenario 1. - links to the main sections with a mouse rollover feature where it shows subsections of the main sections Scenario 2. - links to the main sections, but the subsections are hidden and only visible on the click Scenario 3. links to the main sections and subsections allways visible I would like to hear you oppinions on this. What did you find as the best featrue, or did you try to find someting new entirely. What do you think would be the best scenario SEO wise and in the light of keeping links on page in decent numbers 🙂 Imo, Scenario 2 is the option to go with. Tnx in advance for all your replys. Do Navigation links count the main link on the page?
After reading this article http://www.seomoz.org/learn-seo/anchor-text it talks about how only one link per page counts if they are going to the same page. This is what i had learned in the past; however, my understanding was if it was a in the main navigation as a child or grandchild or in the side navigation and then in the main body text, the link in the main body would count/ be held higher than the other options.
