Open Data and SEO - Government sources

Hi Everyone,
Does anyone know of a connection between open data and SEO? I think this is a very interesting topic to explore. Lots of governments are jumping on this trend and it seems like Google and other search engines would be interested in this kind of authoritative source. Here are some examples -
USA OPEN Data examples
- Palo Alto, California USA: paloalto.opendata.junar.com

Some companies/websites have already used open data to great SEO effect. If some interesting data can be presented in a unique and interesting or useful way it has a great chance of attracting interest.
I clicked on the Chile link and these ideas came to mind immediately:
- Data on traffic accident statistics - perhaps a car insurance firm or road traffic safety campaigner could present that data on their website, with further research into why certain locations are accident hotspots and what could be done to improve the safety.
- "Consumer Prices of Fruits and Vegetables" - a travel website could present this as a guide for backpackers visiting Latin America - for new visitors to a country it's always difficult to know what you should be paying for products.
- "Polling stations in Santiago" - a political candidate looking for votes and increased publicity could have an interactive map for voters to find their closest location.
I did have a link listing some awesome presentations of public data but it seems to have disappeared. Here are a couple of cool uses I remember:
- Live London Underground Map - Page Authority 64, 231 referring root domains, 6000+ Facebook likes, 5600+ Tweets. You can track worldwide flights too - it's scary seeing how close so many planes look over major cities: http://www.flightradar24.com
- Hills Are Evil phone app - Overlay Media created an app to help people with "restricted mobility find the best and easiest route between two places" - it overlays gradient and even surface (e.g. cobblestones) data onto Google Maps.

So I recently switched from an Opencart website to a Magento 2 website and my rank has dropped by 35% two weeks later, this is bad news. My old Magento website was 5 years old and was in desperate need of an upgrade, hence the Magento 2 site. I realised today that the canonical URLs on my stores were set to the individual stores as opposed to one store, thus I expect resulting in duplicate content issues (even though Google Webmaster Tools didn't show it). What should be the SEO strategy for a very big target?
Currently I am doing SEO of an Arabic website. I need to optimize it for GCC region. Its target is very big i.e. 1 million unique visitors per month (organic). The domain is new means there is no domain authority right now. What should be the best strategy in this scenario?

Building a National SEO Stratergy
Good morning Mozzers! I've just started working in-house for a local company who want to go national. I want to build a long-term strategy but the competitors all appear to be building short term strategies and I fear this is pushing the company towards following a similar approach. The competitor companies and even my company at present are trying to target "Green Widgets in TownX" and then duplicating the page and switching out TownX with TownY. Naturally there are competitors having success with this, but for how long? I really don't want to go down this route. My aim for a long term strategy would be going after "Green Widgets" and then rank naturally for "Green Widgets in TownX" with our generic green widgets page. Now if I'm told I have to go with the competitor strategy regardless of my concerns, are there any good examples of companies that have done this, without the need for being a huge brand first? I know I can obviously try to create unique content on each page and that will help prevent penalties, but it still seems a short-term strategy? Any words of wisdom would be greatly appreciated.

SEO Effect of Outbound Links
Greetings MOZ community: What is best practices when it comes to creating outbound links to other websites? Will adding such links improve the MOZ domain authority of my site? How many outbound links should be added to each page? For example I run a commercial real estate web site in New York. About 20 pages are written about neighborhoods. If several outbound links are added to each neighborhood page, and these links point to pages that provide further information about that neighborhood, will my neighborhood pages where the links originates from see improved ranking (or ranking potential)?
