Is it black hat to include your city name in a blog title to hopefully help local search resultts

I frequently blog and want to increase my ranking in local search in my area-Boston-blogging about Plastic Surgery.
If I write a post about tummy tuck will I be penalized by Google search if I use a title like
Tummy Tuck After Weight Loss Boston or Boston Tummy Tuck After Weight Loss -

i don't know if it would be classed as Black Hat SEO, but its definitely not great SEO. Why not focus more on writing great articles about weight loss etc, but within the article itself mention the place. But if all your titles suddenly have Boston in them you are opening yourself up to being penalised by Google.
Just be natural, when talking in the pub would you say "Boston Tummy Tuck After Weight Loss", no more likely "tummy tuck after weight loss" - think of your titles in how you would speak.

Set targeted Geo location meta tags in place to tell crawlers about the most preferred location of your website content. Using the name of the city in title will not help. Its not Black hat until you extremely over do it.

Another website copying our blog content but credit us. Still bad?
Hi Moz community, A few businesses that we work with are asking if they can leverage our content such as blogs by basically copying it and post it on their site. They will give us credit for the content though. My concern is that going to cause duplicate content issue and hurt us with our SEO? We'd like to provide it to them in a way that would benefit us or at least doesn't hurt us. I can think of a few possible options... 1. Have them only copy part of the content and link back to our site with a link "Read the original article" or something similar 2. Have them implement rel=canonical back to our site 3. Have them just copy the whole thing (because it doesn't really hurt us?). In that case, do we have them link back to us or no? Is there anything I missed? What's the best option for us? My New blog has NO content since 2 months, the day it was launch, What to DO? Is it "DEAD"???
2 months ago, I publish a NEW blog, http://www.mervrating.org The blog has only 3 posts. I don't have much time to work on it. Does it HURT my SEO? Can I start working on it on regular basis and try to built authority or does it looks "dead" to search engine? We are contemplating whether to put a blog on our site.
The reasons we want to put one up is obviously for SEO reasons but since we are a small business with limited resources the higher ups are worried that we will start strong but slack off. Some feel that it's worse to start and not keep up the blog as it gives an unprofessional vibe to google and other users. I maintain that I will try to keep it up to the best of my abilities and that it's better to have something than nothing. What do you feel and do you have any experiences in this?

Google Blogger Vs. Sub Domain Blog - Authority building.
We are looking into offering blogs for our customers on their current sites that we have built & host for them. My developers have given me 2 options. 1. Sub domain with a hosted blog. 2. A Google Blogger blog with our customers sub-domain pointed to it. In my opinion I feel that a blog hosted on the sub domain is a better option as it is more authority then a Google Blogger blog. What does everyone think? Having a blog hosted on the subdomain would help with authority building vs. a Google Blogger site? Thanks for any help!

Blog Posts Not Getting Indexed by SERP's
Our blog posts are typically indexed rather quickly, sometimes within 10 minutes or so. Lately it seems like it is taking much longer, and a post from yesterday afternoon isn't appearing in any of the search engines.
