.edu backlinks.. where to point them for a scholarship

Hello,
My company offers an annual college scholarship to Women in Business. I have numerous colleges that have agreed to post our scholarship on their college websites. I want to make sure I get the full value of the .edu backlink and need some advice.
I have a brand new scholarship page with no authority and that's basically orphaned from the rest of the website. This page details the application process for the scholarship. If I were to link out to my home page, and say 3-4 other top landing pages, would this be the best way to flow some of that link juice into my site? Or is there a better way to do this?
Another thought I had was this.... I could take one of my top landing pages, www.example.com/example, and place the scholarship information on that page at the bottom, and have the school link to this: www.example.com/example#scholarship (so the scholarship info appears on top when applicants click it)-- My question here is this... becase the second URL includes an anchor, does google treat that as a different page? Or would the pagerank flow to www.example.com/example ?
Recovering from unnatural link warnings and algorthmic penalties and trying to get the best benefit out of the new, quality links I'm building. Any advise would be appreciated!

I've done something similar to this in the past and can confirm the value will flow from .edu -> landing page -> focus pages you link to.

This means all that link juice will be attributed to the original url.Your orphan page idea does sound like the best way to direct the flow of link juice to where you want it to be, or you could use your landing page as you said and let the pagerank flow naturally through your site via your menus and internal linking.But, if your landing page is performing well you may want to leave it as is so your scholarship information at the bottom of the page isn't stealing attention away from your call to action. This could then reduce your conversions from your best page.Each situation is different, but you're probably better off using a page specifically for this information. If you don't need it in the future, you could just 301 those lovely edu links to any page you liked.Hope this helps,Tom

Difficulty getting relevant backlinks
I run a very niche blog on getting section 8 housing. I've had the blog for about 6 years and have paid attention to it on and off. For the past few months, I've been ON again. What's appealing to me is the amount of potential traffic the keywords have and small competition. I have knowledge on the subject. I've read Moz seo guides, etc... The problem is government sites rank high (understandably) or other sites that are nonsense / scams when you search 'section 8 application'. It's very hard to find active bloggers to do link exchange is with as the sites that rank high are trying to scam people and obviously I can't get government back links. I've tried reaching out to people with no avail. I think I have good informative content. All of my adsense goes to charity but at this point it's not much. I'd like to get it out there, white-hat style, but I'm having difficulty. Any suggestions (please be specific), on how I can target sites that would be relevant to this topic and not do generic back-linking (unless you think news submissions, etc will work)? Thanks!

Backlinks From Scraper Sites - Should I Disavow Them?
I'm going through all the links (hopefully) to my website and I've found so many links from site scrapers. For instance: http://www.fzccg.com/cmsteam/dvbbs/boke.asp?zkhod76681.showtopic.148760.html ... which links to my site with anchor text "abercrombie uk How To Change Your Wiper Blades" It is surely not realistic to think that I can contact all the scraper site owners. So what should I do with this kind of links?

Is it risky to be on too many .edu link lists?
I recently heard someone say that if your site is on a lot of link lists (example "Useful Links" pages) this can hurt you. How likely is a Google penalty if your site is listed on tons of .edu link lists?

Which is More Powerful? Content or Backlinks: Ecommerce Sales
Hello, Which do you guys think would bring in more sales: doubling the content across all category pages and top 30 products, or getting 10% more good unique root domain backlinks from broken link building? 350 products in total 50 main categories 150 subcategories.
