User generated content - manual warning from Google

Over the weekend our website received large amounts of spammy comments / user profiles on our forums. This has led to Google giving us a partial manual action until we clear things up. So far we have:
- Cleared up all the spam, banned the offending user accounts, and temporary enabled admin-approval for new sign ups.
We are currently investigating upgrading the forum software to the latest version in order to make the forums less susceptible to this kind of attack. Could anyone let me know whether they think it is the right time for us to submit a reconsideration request to get the manual action removed? Will the temporary actions we have taken be enough to get the ban lifted, or should we wait until the forum software has been updated?
I'd really appreciate any advice, especially if there is anyone here who has experienced this issue themselves

Since you've fix the issue - you can send the reconsideration request now. Make sure you explain, briefly, what you did and you should be fine.

My understanding is that you've now corrected your 'violation' (although you weren't in control of it) and therefore you can submit a reconsideration request. Google is unlikely to decline your reconsideration request based on the fact it might happen again, especially if it's your first warning.

We have 700 city pages on our site. We submitted to google via a https://www.samhillbands.com/sitemaps/locations.xml but they only indexed 15 so far. Yes the content is similar on all of the pages...thought on getting them to index the remaining pages?

Blog content and panda?
If we want to create a blog to keep in front of our customers (via email and posting on social) and the posts will be around 300 - 1000 words like this site http://www.solopress.com/blog/ are we going to be asking for a panda slap as the issue would be the very little shares and traction after the first day or two. Also would panda only affect the blogs that are crap if we mix in a couple of really good posts or would it affect theses as well and possibly even the site? Any help would be appreciated.

4 websites with same content?

Google penalty or what???
Hi, we have a blog site xxxxxxxxxxx.es, that yesterday dissapear from google ranks all of a sudden it only appears if you write xxxxxxxxx.es I have checked gogle webmaster tools and there are no manual actions, no messages. Also, we don't have much links pointing to this site. Webmaster tools show only 319 links. We don't understand what have happenned. Never see something similar. What do you think? Any help would be appreciated. How do you proceed in this cases? It doesn't seem to be a link problem. How do you know what kind of penalty do you have? Thank you. Update: Hi, the domain is www.crearcorreoelectronico.es I have check the majestic seo, ose, and wmt and get the links. Page loads fine for users but returns a 404 for Google & Moz
I have an e-commerce website that is built using Wordpress and the WP E-commerce plug-in, the products have always worked fine and the pages when you view them in a browser work fine and people can purchase the products with no problems. However in the Google merchant feed and in the Moz crawl diagnostics certain product pages are returning a 404 error message and I can't work out why, especially as the pages load fine in the browser. I had a look at the page headers and can see when the page does load the initial request does return a 404 error message, then every other request goes through and loads fine. Can anyone help me as to why this is happening? Duplicate page content query
