Will building up the page rank of a page you have a inbound link bring any benefit?

Right then here we go
You have a link in an article on a well known national newspaper site that points at your website. Is there any benefit of linking to the newspaper article in order to build up the PR of the article page and therefore passing over some link "juice"?
Sub questions
1. Would it be more beneficial simply to gain links to your main website?
2. What are the chances of the article going into the archives and then at some stage being deleted?
3. If the article link points to a domain, which then forwards to a another domain will this pass on any "juice"?
4. If the article points to a domain that then 301's to another domain will this pass on any "juice"?
5. Does Google simply register the link and "juice" on the first pass or will it revisit and upgrade the "juice"?
6. What are the negatives?
7. What are the positives?

As the linking page changes over time (# and authority of links to the page, outbound links on the page), the amount of "link juice" it passes will change also.
I have read reaserch on google only passing the anchor text once , so even if you change it wont. But nothing on the passing of "link juice" over time

#1 - Agree with Gary in that your time would be better spent getting links to your own site.
#2 - The article will at some point be archived - take advantage of the current popularity. I would make sure I was giving the influx of visitors every opportunity to further engage with my site - subscribe, become FB or twitter followers, etc.
#5 - As the linking page changes over time (# and authority of links to the page, outbound links on the page), the amount of "link juice" it passes will change also.

I can't answer all of the questions, but I can help you out with some of them:
1. Given that it's national newspaper, the PR of the site should be fairly high, and this should flow through to the article page. Building up the links to the article page seems like a lot of effort that could be better spent getting more quality links to your site, but i can see that this could have some benefit.
2. The article will certainly end up in the archive. it is unlikely, hwoever, that it will be deleted. Think of it from the newspapers perspective for a second. What benefit would it bring THEM to delete the article? None. These types of sites want great quality content that receives inbound links - deleting pages that could potentially have inbound links would be a terrible SEO strategy.
3. Only if it redirects and forwards properly (see next question)
4. Yes, but you will lose some of the link "juice"
5. I'm not sure on this one. I would like to think this an evolving process, but I don't have any facts to back this up.
6. Seems like it could be a lot of effort if you were to do this for every article you get published that links back to your site. You will only be boosting the PR of the site hsoting your article, only a small proportion of this will eventually get back to your site. You could spend this time and effort getting quality links to your site.
7. You will receive some link juice. You may find conversions are higher after people have read the news article.

Link building - where to start?
Okay - we have around 200 natural links pointing to our domain, some good, some not so good; today I've spent some time removing any bad, spammy links pointing to our business domain and we're just about there. Now I'd like to start a link building strategy. To be fair, I've assumed for the past year or so that link building is dead, unless you can get natural, really good links - which in the mobility and elderly products industry can be quite difficult. Looking for a trusted link building service
Can anyone recommend a service to build quality links to our site and work with us on a content strategy, preferably UK based? We have recently recovered from a link penalty and whilst this has been removed we now need to re-build a quality bank link profile. I've looked into the Moz recommendations but not many seem to be based in the UK or if that doesn't matter then I'd be interested to know people's experience. Basically, since the penalty we've become very nervous about link building even though we didn't necessarily create the problem! As a small team we've looked to outsource this and have looked at VA's but not confident the links they will achieve will be of good quality

How can I find page 1 google keyword rankings for a certain page?
Not sure if someone has a tool for this yet or not... Say I have a page like this: http://www.merchantcircle.com/business/Spokane.Painting.Pros.509-210-2799 and I would like to find out what keywords this page ranks for on google. Is there any tool that I can paste in that link and it would give me keywords that it ranks well for? Other than the SEO moz rank checker. It's not like I want to run a campaign just for links like that but I might want to build some links to citations like that so I can move those citations up in the rankings.

Stop Building Links During Reconsideration Request?
We had a message in webmaster tools to say our site had 'unnatural links' pointing towards it. I investigated and found a number of sites where we had uploaded articles, containing links, had been de-indexed. As such we have suffered a few drops in rankings. I have submitted a reconsideration request and I'd like to get on with recovering any lost ground. However, I am wondering whether it's best to cease any link building activity whilst the reconsideration request is processed. Building Links to Exact Match Domains
What are the pros and cons having exact match domain and how can you create a brand name and build backlinks? Say we have a domain personalizedbirthdaygifts.com We are quite stuck with what anchor text we need to use and how do we vary it? I've heard that we have to stay away from using commercial keywords as anchor text heavily. We have to also use our brand name. And here we get stuck as we don't have a brand name. In this case Our brand name should be personalized birthday gifts but this is also commercial keyword. If I had a website called twentyfive.com selling birthday gifts it would be a lot easier.
