On page link question, creating an additional 'county' layer between states and zips/cities

We have a large site that has a page for all 50 states. Each of these pages has unique content, but following the content has a MASSIVE amount of links for each zip AND city in that state. I am also in the process of creating unique content for each of these cities and zips HOWEVER, I was wondering would it make sense to create an additional 'county' layer between the states and the zips/cities. Would the additional 'depth' of the links bring down the overall rank of the long tail city and zip pages, or would the fact that the counties would knock the on page link count down from a thousand or so, to a management 50-100 substantially improve the overall quality and ranking of the site? To illustrate, currently I have
State -> city and zip pages (1200+ links on each state page)
what i want to do is do
state -> county (5-300 counties on each state page) -> city + zip (maybe 50-100 links on each county page). What do you guys think? Am I incurring some kind of automatic penalty for having 1000+ links on a page?

1000 links per page is probably too much. Google used to recommend having 100 or less, although their crawlers have improved a lot since then.
It all depends on how high your page authority is, because that pagerank is going to be split between each and every link on the page. The more links you have on a page, the less pagerank each link will receive. If you have a really high authority page, this is no problem, but if you're a medium to small site, I would recommend against it. If you have a low authority page, Google may not even bother to crawl all the links on the page if it has too many.
So yes, splitting up those massive pages of links into smaller sub-pages makes a lot of sense. Also, think from a user perspective what is going to be the best way to navigate your massive site.

How can I make sure pages with similar content don't damage the other's SEO?
I work for a travel company and I have a 'tour page' targeted for pre-booking and a 'booking pack page' post-booking page, with some similar content but with details such as hostel locations, meeting places and times etc. I want to make sure the tour page keeps the authority as this is what I want to rank on SEO. I've got a couple of similar problems to this across site, there are a few pages on site that are post-sale and don't really need to rank on Google but it would be great if they could contribute to other pages' rankings. Should I add canonical links to pages that are redirected?

Google Index/Cashe questions
I have 15k+ pages. I have 4.5k pages indexed. What relation is the google cashe to indexing pages? My site gets cashed every two days. The competition in my SERP goes 2-3weeks to get cashed. What does this indicate? Is your cashe date your last google crawl? How can I get google to crawl my site? Is there a way I can get google to crawl my site starting from an internal page. Dynamic pages on a static html pages websiite
Good evening everybody. I am new on SeoMoz that I find very helpful in my work. I am not a web developer so please excuse me if my technical language is poor.I have an issue that maybe you can help me to solve. I work for a company who has a website, which is old and very well positioned on google for the most important keywords for the field of the company I work for (dentistry). It is a website made some years ago and it's made of static html pages.I would like to add a section in my website where I can post articles, like a blog (I think of a wordpress-style website) with daily posts (so with a dynamic page). Is there a way to do this without modifying the structure of the website and without losing pages, urls and ranking? We're on the first google page for many keywords of interests in our city and it would be a great damage for us to lose those positions.Thank you very much!

Prioritize Cities Instead of Counties or Countries in Site Architecture
I am designing the structure of a large travel webiste and have the following problem. The obvious structure from a users perspective would be to structure locations as follows: Home/Hotels/Country/County/City i.e. Home/Hotels/UK/Lancashire/Preston The problem is, it is the cities that I need closer to the root directory, instead of countries and counties. If I did Home/Hotels/City or even Home/Hotels/Country/City There may be too many links on one page and google may think they're spammy. How can I get the cities closer to the root directory as they are the most important pages on the site. Even if I did a text based sitemap I would encounter the same problem. *scratches head! I should have said that I need the city pages to be less clicks from the root directory, as opposed to their actual URL structure.
