Best way to target multiple geographic locations

Hello Mozzers!
If you are a service provider wanting to target geographic locations outside of the region where you're physically located, what's the best approach?
For example, I have a service provider whose main market is not where they're located - they're based in Devon UK, yet main markets are London, Birmingham, Newcastle, Edinburgh. They have clients in all these cities, so I could definitely provide content relevant to each city - perhaps a page for each city detailing work and services (and possibly listing clients).
However, does the lack of a physical presence (and local phone number) in these cities make such city pages virtually impossible to rank these days? Does Google require a physical presence/phone number?

No international targeting option showing in GWT?
Hi for some strange reason for one of our sites the international targeting option to select what country to target in GWT is not showing. Usually it shows up like this: http://s9.postimg.org/bkxkkrafi/screenshot_1672.jpg (this is a different site we have in GWT). But it shows up like this: http://s16.postimg.org/im1ysd5z8/screenshot_1673.jpg With no way to change country targeting. My permission level is set as: Owner and are verified. Location in URLs question
Hi there, my company is a national theater news publisher. Quick question about a particular use case. When an editor publishes a story they can assign several discrete locations, allowing it to appear on each of those locations within our website. This article (http://www.theatermania.com/denver-theater/news/full-casting-if-then-tour-idina-menzel_74354.html), for example, appears in the Los Angeles, San Francisco, and Denver section. We force the author to choose a primary location from that list, which controls the location displayed in the URL. Is this a bad practice? I'm wondering if the fact that having 'Denver' in the URL is misleading and hurts SEO value, particularly since that article features several other cities.

We are switching our CMS local pages from a subdomain approach to a subfolder approach. What's the best way to handle this? Should we redirect every local subdomain page to its new subfolder page?
We are looking to create a new subfolder approach within our website versus our current subdomain approach. How should we go about handling this politely as to not lose everything we've worked on up to this point using the subdomain approach? Google Places Multiple Location
Hi everyone, I have a client with multiple locations in the same city. I would like to have their Goolge places listing show up under the main website listing. Currently, one of the Google places listings in being pulled in directly below the main website but not the other. The Zagat rating is being pulled in as well. I would like to have both locations show up when you type in the name of the business. Any ideas how to do this?

Best practice?
Hi there, I have recently written an article which I have posted on an online newspaper website. I want to use this article and put it on my blog also, the reason the article will be placed on my blog is to drive users from my email marketing activities. Would it simply be best practice to disallow Google from crawling this page? or put a rel canonical on the article placed on my blog pointing to the article placed on the online newspaper website? Website Siloing..best practice?
Hi all I am doing some research this week on the effects of siloing a Magento site. We have about 1,654 pages with approx 1,400 products. We want to silo the website in order to address the internal linking issues and to also focus the customer journey in a more organised way. I need to report all of the possible angles and effects that this will have on the site, prior to implementing it. Does anyone have info on best practice for siloing? I'd appreciate any help...
