Creating leads with minimal traffic

I'm working for a client who is in a very tight niche. They offer a service which can come as part of a new build or installation to an existing building.
The problem is the the traffic volumes are very targeted and very low, but a single sale can be very lucrative. Another problem is that it is very difficult to determine who the converting visitor will be as depending on the potential project it could be an owner, PM, architect, designer and on... There are no clear cut decision makers, it's always on a case by case basis.
Because of this the client is baulking at any attempts to gather contact details because they are arguing it may not be the decision maker and in their industry they know it will cheese people off parting with contact details and it "may not be the right person anyway".
I am looking at encouraging exploring ideas based around a traditional newsletter, whitepaper, survey etc. Has anyone else had experience in this kind of scenario where search volumes (organic, PPC) are low enough that the timeframes for testing any value become uncomfortably stretched and even then difficult to determine any general trends?

Thanks Egol, you have some good points. There has been too much focus on determining (second guessing) where the sweet spot is, hoping that one visitor bites. Yes retargeting seems to me to be something to follow up.
I need to do some convincing so the site becomes an unmissable source for information. It's tricky because each of the potential key players will have different information requirements, but we have to start somewhere.

If I didn't want to collect contact information, then I would put all of my efforts into creating a fantastic free content resource that clearly establishes my site and company as the ultimate authoritative source of information on this niche.
I would not hide any of my work by only sharing it with those who subscribe to a newsletter or whitepaper, etc. This type of content is too costly to create for it to be withheld from being visible on the site and attracting traffic from search and building my credibility to people who want the information.
What I might do to acquire a following of subscribers is to publish new valuable and substantive content regularly and allow people to sign up for email notification of when new information is published. Subscribers might be offered a special discount, free upgrade or some other item of value when a purchase is actually made. That would lure them into a subscription as they approach the trigger point in the buying decision.
I would also use retargeting ads to keep my brand in front of the visitor after they leave my site.

Site Redesign Leads Dropped
One of my clients recently had his site redesigned. He wanted to change the design completely, I did offer advice on aspects relating to the redesign, I think its fair to say that he didn't follow all of my advice. PPC still running as usual and rankings still OK but the leads have gone down. Most of the leads come via the phone. I have suggested a number of ways to establish what has gone wrong including surveying his existing customers, comparing old and new designs etc...The client isn't keen on these methods. PayPal Visits Increase in Referral Traffic in Google Analytics
We've noticed recently on an E-Commerce website that we manage that PayPal has recently shown a large increase in Referral Traffic on the website. Is anyone having an experience with this and how can we block it? It seems like its counting the traffic that leave to PayPal to complete a purchase and then return to the site as increased traffic. The increase started to occur around April 29, 2015 and I'm wondering if this has anything to do with any recent updates made by PayPal? Any insight or other experiences would be greatly appreciated. How can I track the lead to its referring site in my Google Analytics?

How ppc affects organic and direct convesions and traffic.
Hi, I was wondering what percentage of organic conversions is related to ppc previous traffic. I mean, when we evaluate the results of a campaign, we take a look at the cost per conversion in analytics for one specific word. Lets say that we know that for PPC campaigns we have the following data Adwords / PPC Visits: 4500 %conversions rate = 1,15% Cost per conversion = $10 ORGANIC Visits: 1300 % conversions rate = 2,10% DIRECT Visitis: 1000 %conversions rate= 2,54% It is obvious that if I cancel the adwords campaign part of the organic and direct traffic will drop too. So, I was wondering if have you ever done this calculation and if you know what percentage of the organic a direct traffic is related with de ppc campaigns. I mean... Let's say... "20% of the ppc traffic will come back to the website as organic traffic or direct traffic", or something like that... Anyone??? Thanks 😄

Lead generation advice - UK market
Hi I am planning on setting up a lead generation website in a sector I know well and have a domain registered although its only a few weeks old. I am looking for some insight and advice please to see it its worth doing. For example there are lots of payday loan (not my niche btw) lead gen sites in the UK at the moment but what do all of these sites do with all the leads they generate - who buys them and for what cost per lead? I have done affiliate marketing in the past, but how does the lead gen process work. Do you sign up with a lead gen affiliate style network that buys the leads generated off your website. Or do you have to sell these leads on yourself? If so where do you sell them. I plan tobe operating in the UK

Create better conversion at checkout?
I'm getting extremely poor conversion rates at checkout..would like to hear some ideas to increase checkout. Last month we had 60 users who added to cart, and only 7 who converted. We offer merchant CC, PayPal, and GCO, so I don't believe payment options is the reason for the exit. Any ideas?

Traffic persistence fluctuation and decreasing.
I am watching a **huge variation in traffic **on my websites.I wonder that sometimes it is producing traffic and mostly it is decreasing.Find new keywords give me lot of understanding of traffic and other factors. In last couple of days , I drilled the webs from different angles and find that there is 100% bounce rate which is more than 90% of campaign keywords and new traffic keywords everyday and visitors geographic areas is decreasing as well I sorted as per my content strategy against keywords and found that published content is not competing. How can I Monetize My Site with The Type of Traffic it Receives?
I was just in here yesterday asking a question, so I appreciate everyone's patience with this newbie! This is a totally different site that I have a question about so here goes: I have a site that has started to receive large amounts of traffic from an image search. My intention was to use Amazon for products based on my website theme. I haven't been getting traffic from my intended keywords. Now I rank #2 for an image search, loads of traffic! GREAT! But what next? These ppl. aren't looking to buy stuff, they just want the image. Fine, it is a public domain image. I thought of adding some more informational articles and using adsense to bring in some cash. Any opinions on the best way to go with this site? I only have 3 articles up so it could go in any direction from here. Thanks!!!
